The Transit Development Plan (TDP) is a 10-year horizon plan required by the Florida Department of Transportation intended to support the development of an effective multi-modal transportation system. Public transit means the transporting of people by conveyances, or systems of conveyances, traveling on land or water, local or regional in nature and available for use by the public. The TDP receives major updates every five years and annual progress reports are required in the interim years.

The TDP is the source for determining the types of projects and their priority in the public transportation component of the Hernando/Citrus MPO's Transportation Improvement Program (TIP). The plan must also be consistent with the approved local government comprehensive plans and the MPO's Long-Range Transportation Plan. The Hernando/Citrus MPO is responsible for ensuring the completion of the TDPs for both Hernando County and Citrus County.
