Do I Need a License for Solid Waste Collection?

A solid waste collector is anyone that collects solid waste from customers for remuneration. Solid waste is defined as garbage, rubbish, refuse, special waste or other discarded materials. Special waste are items that require special handling and management due to bulk, shape or weight and includes, but is not limited to, furniture, mattresses, box springs, white goods, waste tires, large automotive parts or bulk metals. All solid waste collectors are required to have a license or franchise issued by Hernando County.

Types of Licenses and Franchises

Commercial Licenses: - Issued to solid waste collectors to provide commercial service within the County at large on a free enterprise basis - Licensees shall not provide residential service unless they have also been awarded a residential franchise by Hernando County

Residential Licenses: - Contracts awarded to a single collector which grants the collector the exclusive right to provide curbside, bulk waste and rear door residential collection service in the franchise district they are awarded - Residential customers include single family homes, multi-family homes with less than four dwelling units and larger multi-family homes that have elected to pay the annual solid waste disposal assessment

Procedure for Obtaining a Commercial License

Applicants shall obtain and file a commercial license application, as well as submit payment for the appropriate fee of $2,000 for the current calendar year, to: Hernando County Solid Waste 14450 Landfill Road Brookville, FL 34614

Application Procedure

Applicants shall provide proof of insurance to include comprehensive general public liability, property damage and business auto insurance in the amount deemed adequate by the Board and proof of all liability and workers' compensation insurance required by the State of Florida. The Department shall review the application to determine the ability of the applicant to comply with the requirements of a commercial application. The Department shall consider the truthfulness and completeness of the application, the ability of the applicant to provide the service requested, the need for the service and the ability of the applicant to comply with all applicable regulations A public hearing may be held if the Department deems that it is in the best interest of the public. If the Department denies the application, the denial will be provided in writing to the applicant. If the Department approves the application, an agenda item will be prepared and the application will be brought before the Board of County Commissioners

Chapter 14 of the Hernando County Code of Ordinances contains the complete Hernando County requirements for:

  • Changes in ownership, assignment, subletting and relinquishment of licenses
  • Record keeping
  • Vehicle and equipment type, condition and maintenance
  • Disposal
  • Other Hernando County regulations

 

Commercial License Fees

  • The annual renewal fee for commercial licenses is $2,000, payable to Hernando County Solid Waste prior to January 1st of each calendar year
  • Each vehicle used in the collection of solid waste is subject to annual inspection. The inspection fee is $100 per vehicle, payable to Hernando County Solid Waste
