Utilities - Invoice Cloud - ADVANCED FEATURES
AutoPay is a convenient option in which bills will be paid automatically each billing cycle on their due dates using your default credit card or bank account. This will avoid any late fees and free you from having to remember when to pay. Login to your account and click on AutoPay to enroll. A fee applies for any credit card payment.
NOTE: There is no fee for establishing MONTHLY REOCCURRING AutoPay for checking or savings to pay your balance in full each billing cycle by the due date.
- Yes, simply login to your account and click on AutoPay. Next select Edit, change the status to “No, I do not want AutoPay” and save. To modify, go into your profile and uncheck the AutoPay box that you had previously checked when you elected to opt in.
I’m signed up for AutoPay but do not see anything showing under “Upcoming Scheduled Payments.”
The AutoPay date will not appear on the home page under Upcoming Scheduled Payments. AutoPay will show on the Scheduled Payments page.- Scheduled payments are individual payments that are scheduled for a specific date prior to the bill due date. The date of a scheduled payment can be changed as long as it is adjusted before the date scheduled.
- AutoPay is an automated process which pays your balance in full each billing cycle on the due date. Scheduled payments are manually entered by you for the date you choose.
- You will receive an email notification each time a new bill is ready for you to view and pay. Email notifications go to the email address used when you registered. A courtesy email address may be added if you wish to send notifications to an additional email address.
- Yes, simply login and click on Paperless. Then, select “No” and save your changes.
- Pay by Text is a convenient way to pay your bill by text message. When signed up for Pay by Text, bill notifications will be sent by text message, in addition to email notifications. You will then have the option to pay via text message with your default payment method by simply replying. You may enroll in Pay by Text when making an online payment or by accessing your account and selecting the Pay by Text option. A confirmation will be sent to complete your enrollment.
- Account Linking means that you can link multiple accounts and view and pay all your open bills with a single transaction. When registering bills under the same email address, you are given the option to link the related accounts within the service. Payment receipts are sent individually. Editing account information such as changing an email or password will go across all linked accounts, however, changing settings such as AutoPay or paperless is only for the accessed account.

- It is convenient, saves time and allows you to receive bills anywhere at any time. Plus, it helps the environment.
- Paying online with a credit/debit card or electronic check gives you the flexibility to pay how and when you want. It saves you the trouble from writing and mailing a check or driving by our office. In addition, for a faster payment experience, you may choose to store your information for future use.
Utilities - Invoice Cloud - PAYMENTS
- You can pay online with credit or debit card or you may issue an electronic check from your bank account (checking or savings). We accept Visa, MasterCard, Discover, American Express, Google Pay and Apple Pay.
A non-refundable $2.75 fee added to an invoice covers various administrative costs associated with billing and accepting your payment.
NOTE: There is no fee for establishing MONTHLY REOCCURRING AutoPay for checking or savings to pay your balance in full each billing cycle by the due date.
- After you submit your payment, you will see a payment confirmation screen. It will contain your payment confirmation message. It will show an approved number for credit cards or a processed number for electronic check. You will also receive a confirmation email after your transaction is submitted. The email will include your account number, invoice number, amount paid and confirmation message. If there is an issue with your electronic from the bank, you will receive an email informing you of the rejected payment.
- Yes, you may use one payment method for part of the transaction and another payment method for other parts of the transaction.
- Credit card transactions are authorized immediately and typically take 48 hours to settle. ACH transactions typically take 48 – 72 hours to settle.
- Yes, simply login to your account and select “View paid or closed invoices”.
- Each month, your new billing statement will be added to your profile. As this is a new vendor for HCUD, billing statements will begin accumulating to reach a maximum of 24 retained monthly billing statements.
- Yes, each invoice is presented in PDF and HTML format and can be printed. Electronic storage is recommended because it saves paper and has a beneficial impact on our environment.
- Simply log into your account to change your personal information under the My Profile tab. If you are unable to change some of your information, you may need to call us to change it for you at 352/754-4037.
Utilities - Invoice Cloud - SECURITY
- Invoice Cloud uses the highest standards in Internet security. Account information displayed within the payment portal is truncated to protect confidential data. Any information retained is not shared with third parties.
- Absolutely. Invoice Cloud will safely store your financial information using Payment Card Industry (PCI) Compliant systems. This includes truncating (abbreviating) account numbers so that even we do not see your complete account information.
- PCI stands for Payment Card Industry, and compliance with the industry standards is a requirement for those that accept the major credit cards and for software providers who have applications which involve the transmission and/or storage of credit card information.
Utilities - Invoice Cloud - USING THE SYSTEM
- If your bill is not showing, please double check that the correct information was entered in the search criteria. For example, an exact match may be required.
- Yes, an email address is required so the payment confirmation can be delivered to your email inbox.
When I try to pay my bill, it asks for credit card information and I want to pay by electronic check.
Under “How would you like to pay” click on the drop-down box and choose EFT Check.- Yes, you will receive a confirmation email.
- No, registration is not required for ONE TIME PAYMENTS. However, by registering you’ll be able to view prior history, set up automatic payments and store payment information, if desired.
- Click on “Forgotten Password?” at the bottom of the login screen. You will need your account number and email address to retrieve your password. If you’re unable to locate this information, you may call us and after verifying your identity, then we’ll be able to assist.
Utilities - Septic to Sewer Conversion Projects
This septic to sewer project is necessary to comply with the state mandated Basin Management Action Plan for Weeki Wachee Springs
In 2016, Florida Legislature identified 30 Outstanding Florida Springs that require additional protections, and Weeki Wachee Springs is one of them (Florida Springs and Aquifer Protection Act). This is being done through Basin Management Action Plans and targets the reduction of nitrogen into Weeki Wachee springshed.
Septic systems represent 30% of the total nitrogen loading to groundwater. The conversion of septic systems to sanitary sewer will help remove a portion of the nitrogen to the Weeki Wachee Springs.
Location for Phase 1 has been revised to reflect current funding available for the project (see map below).
Hernando County performed a study in 2016 to determine which septic systems impact Weeki Wachee Springs. The study also prioritized the areas based on level of impact. The first district chosen is immediately adjacent to the spring and has the most immediate impact.
- Yes. Per Hernando County Ordinance Chapter 28 Utilities, 28-238(2), where service is available, the owner of every lot or parcel of land within the district shall connect with the district's water and/or sewer within one year of notice of availability. *Referenced ordinance is linked to the left under Resources.
- Est. $5,563.00. Property owners within the project location would pay a small percentage of the cost, estimated at less than 10%. Total cost for this type of project is estimated to be $78,000 per property. Based on these estimates, the property owners would expect to pay an estimated $5,563.00.
6. Will the cost to the property owners require a lump sum payment or can the cost be spread out over several years?
You will have the option of lump sum payment or extended annual payments over 10 years. The extended annual payments would also include interest and would show up on your tax bill as a non-ad valorem assessment. On August 23, 2022, the Board of County Commissioners approved MSBU Ordinance 2022-20 which is Municipal Service Benefit Unit created to pay for this project (District A Phase 1), and all parcels within District A Phase 1 will be assessed their portion of the cost to be paid back over a maximum of 10 years. *Referenced ordinance is linked to the left under Resources.The cost will include dismantling the septic system and pipe installation from the home to the central sewer system, sewer connection fees and most likely new roadway pavement.
8. You will be tearing up my lawn/landscaping to do the work, who is responsible for putting it back in order and to what extent will that be done?
Some digging will be necessary to install new pipes and decommission the septic tank. Work will be done to minimize disturbing landscaping and driveways. The contractor who does the work for this project will be responsible for returning the affected areas to equal or better condition.
9. What process is in place for me to give permission for the contractors, etc. to come onto my property to do the work necessary?
Prior to work being done on your property you will be required to sign a Temporary Construction Easement which gives your permission for workers to access your property to do the work mentioned above (as part of the project with no additional expense to you). If a signed easement has not been completed, the homeowner will be responsible to perform the work necessary on their property to make the connection to the central sewer system (at the homeowner’s expense).

The only other costs to the homeowner will be their sewer bill. This will come on the same bill as their water bill. The sewer connection eliminates the cost of maintaining and replacing the septic system.
Oct. 1, 2024, the base charge for FY2024 sewer will be $26.00 per month and user charges $6.01 per 1000 gallons of water used, with a maximum cap of 10,000 gals per month.
Septic to Sewer District A Phase 1 has already been approved by the State for grant funding. Design has been completed, and construction is expected to be complete by end of calendar year 2026.
Future phases will likely start design within a year of receiving funding, and construction will begin 2 to 4 years after that.
- Weeki Wachee Springs’ water quality is slowly deteriorating due to increased nutrient loading. This effort is important to help lower nutrient levels going the Weeki Wachee Spring to preserve the aquatic ecosystem.

One less thing to replace at your home. After the project is complete, Hernando County Utilities would handle the wastewater treatment. You would no longer have the responsibility of maintaining a septic system to ensure the tank and drainfield are in good working order or be responsible to pay for a new system if it failed.
- No fear of having periods of heavy rain and storms that could overwhelm a poorly maintained, small, or old septic system.
- You “reclaim” the space (usually the front yard) where the septic tank and drain field were located. You can add trees, shrubs, or other features. For the septic systems that are located in the backyard—you could plant trees, shrubs, gardens and/or open up additional space for home improvements/expansion.
- You could add an addition to your home such as a second floor or convert a garage to a bedroom without worrying that the septic system is too small where that construction cannot be permitted.

There are many reasons why some water bills are high. Some bills may be high due to more water usage. Other bills may be high due to leaks. There is no defined standard for water usage in homes because each residence has occupants with their own water use habits. Many factors, such as line maintenance or the flushing of hydrants and water lines, could cause low water pressure. A plumbing leak on the property, a water softener with blocked lines, a leaky sprinkler system, or even a house valve that has been turned off accidentally, can also contribute to low water pressure in a home.
